The criminals need them to drive about while doing their official business as elected public servants. That would look very bad. It is the type of thing that would rile the most docile of voters. The commissioners must not want to be re-elected.

What does that have to do with it... H**L he hasn't had driver license for how long??? A county ID should let you FRICKS it and drive anything??
